City of Pharr – DAP FY15

City of Pharr Donations Acceptance Program (DAP) FY 15 – Brownstone served as Construction Manager for major upgrades at the U.S.–Mexico commercial crossing. The project added two northbound truck lanes, a superwide load roadway, new primary and secondary inspection booths with extended canopies, and improved drainage. These enhancements expedite commercial traffic, expand inspection capacity, and create direct gate-to-gate passage for secure, FAST Certified Cargo and Pre-Certified Empties.

Brownstone managed construction administration, change order negotiations, daily site inspections, and stakeholder coordination. An integrated traffic flow approach allowed the port to remain operational throughout construction, minimizing disruptions to cross-border trade.

Modern Infrastructure for Safer, Faster Trade

The DAP FY16 project is delivering 75,000 square feet of new inspection facilities at the Pharr Land Port of Entry. These improvements expand inspection capacity for agricultural and non-agricultural commercial vehicles, reduce congestion, and strengthen efficiency at one of the busiest U.S.–Mexico crossings.

Outcome

Enhancing the Pharr Land Port of Entry with new lanes, inspection booths, and stronger ties to the Border Safety Inspection Facility (BSIF) to speed inspections and improve cargo flow.

Budget

The project grew from $7.9 million to $8.6 million, with owner-requested upgrades bringing significant added value. This investment delivers higher quality, greater functionality, and long-term benefits.

Schedule

Despite weather challenges and mid-project scope changes, our team successfully delivered the project with only a schedule adjustment—extending from 360 to 512 working days. We coordinated delays, redesigns, and approvals while maintaining quality and project momentum.

Innovation

Brownstone implemented an integrated traffic flow system connecting commercial inspection points with the new BSIF, cutting processing times and boosting port efficiency. Construction was carefully phased to keep the port fully operational, showcasing seamless coordination with stakeholders and minimizing disruption to cross-border commerce.
