City of Pharr – DAP FY16

The City of Pharr’s “Donation Acceptance Program (DAP) FY16” is delivering approximately 75,000 square feet of new inspection facilities at the Pharr Land Port of Entry, designed to improve processing for inbound agricultural and non-agricultural commercial vehicles entering from Mexico. Brownstone was procured as the Project Manager to oversee all aspects of this initiative. The project is ongoing, with our team ensuring quality, efficiency, and stakeholder coordination as construction progresses.

Under the Donations Acceptance Program, Brownstone was procured as the Project Manager to oversee the construction of 75,000 square feet of modern inspection facilities. The scope includes:

  • 11 dry dock bays and 13 cold dock facilities
  • Dedicated import processing and training spaces
  • 20,652 square yards of new concrete pavement, traffic signage, and pavement markings

Upgraded stormwater management and utility systems
  • This investment ensures Pharr can handle increasing trade volumes while maintaining efficient, secure inspections.

These improvements expand inspection capacity for agricultural and non-agricultural commercial vehicles, reduce congestion, and strengthen efficiency at one of the busiest U.S.–Mexico crossings.

Outcome

Delivering major capacity and efficiency upgrades, including 11 dry dock bays, 13 cold dock facilities, dedicated training and import areas, and extensive civil improvements to support long-term growth and sustainability.

Budget

Original contract amount of $45.25 million and continues to progress with evolving scope and opportunities.

Schedule

Originally planned for 425 working days, and and has been adjusted to reflect current planning and improvements. The final schedule duration will be confirmed as the project moves forward.

Construction phasing allows uninterrupted port operations. Careful coordination with multiple stakeholders minimizes disruption to cross-border commerce.
