Aquatic Facility
Brownstone managed this regional aquatic facility, which was constructed during the COVID-19 pandemic. Our team led and navigated significant supply chain disruptions, health and safety constraints, and schedule pressure to substantially complete the project in time for the City’s annual State of the City address. Early in the project, Brownstone participated in a series of value engineering workshops to realign the budget after initial bids exceeded estimates. This work demonstrates our expertise in complex vertical construction and our ability to adapt to complex challenges while maintaining project objectives.

We managed the full lifecycle of a complex 72,796-square-foot aquatic facility—delivering cost savings, transparent coordination, and high-quality results for the City of Pharr and its partners.
The natatorium was delivered with zero claims or litigation, completed on time and on budget. Our leadership maintained exceptional quality throughout every stage of the project.
Originally budgeted at $26M, we lowered the cost to $23M through value engineering. A final adjustment to $24.1M covered the addition of a digital monument sign, without impacting performance or efficiency.
Our proactive management kept construction on track, extending the schedule by just two months to accommodate the new scope. Strong daily oversight and team alignment minimized delays and change order disruptions.
